ETHICS GUIDE & PROCEDURE FOR THE USE OF SPKLU

News Release

Realizing a Civilized and Comfortable Electric Vehicle Ecosystem

  • The SPKLU Ethics Guide aims to build a culture of sharing public facilities and minimize misunderstandings among electric car users.

  • COLLECTION urges service providers to implement strict sanctions, such as late fines (idle fees) and account blocking for individuals who abuse SPKLU.

  • The importance of tolerance during long queues, such as applying the 80% Rule on fast-charging machines and leaving a phone number on the dashboard.

Jakarta - The transition to electric-based mobility in Indonesia is no longer just about adopting new vehicle technology; it also demands a fundamental cultural transformation and changes in driving habits. Unlike conventional Public Fuel Filling Stations (SPBU), where the interaction process is very short, the Public Electric Vehicle Charging Station (SPKLU) ecosystem presents a new dynamic that requires more time and shared space.

Currently, SPKLU plays a crucial role as shared infrastructure that supports EV users' mobility. With the rapid growth of electric vehicles—for both compact urban commutes and long intercity and inter-island trips—the readiness of physical facilities must be matched by users' mental readiness, empathy, and maturity.

The friction or misunderstandings that occasionally occur at charging sites often stem not from tool limitations or machine malfunctions, but from a lack of understanding of manners when sharing public facilities. Therefore, building a resilient and sustainable EV ecosystem is not only the task of regulators (such as governments) and power providers (PLN and the private sector), but also the moral responsibility of each individual behind the wheel.

Emphasizing the urgency of this ethical guideline, KOLEKSI General Chairman Arwani Hidayat said service providers must support etiquette education with strict policies and regulatory enforcement to protect all users' rights.

"The ever-growing charging infrastructure will not have a maximum impact if an orderly user culture does not accompany it. COLLECTION proactively released this guide as a form of moral responsibility from the grassroots," said Arwani.

"But on the other hand, we also urge SPKLU service providers to start formulating a real law enforcement system. These public facilities should not be monopolized by a few individuals' selfishness. The system must immediately impose idle fees for vehicles deliberately abandoned after charging and temporary account blocks for ethical violators. A healthy EV ecosystem demands synergy between user awareness and system firmness from policymakers," he added.

Through this guide, COLLECTION aims to formulate an ethical foundation that prioritizes tolerance, good communication, and mutual efficiency. The following are the standard operating procedures and procedures for the use of SPKLU to create a harmonious emission-free mobility environment for all parties:

Phase 1: Queue and Preparation (Before Charging)

  • Monitor Status via Application: Get used to checking charger and port availability through the service provider's built-in application (such as PLN Mobile) before arriving at the location.

  • Queue Number Collection (Scan QR Code): Upon arrival at the SPKLU area, immediately scan the queue system barcode or QR code installed at the location (if available) to get a valid digital sequence number.

  • First Come, First Served Principle: If the QR Code queue system is not yet available at the location, the queue order is based on which vehicle arrives first at the SPKLU waiting area, not on who opens the application first.

  • Only Parking When Charging: The SPKLU area is not a regular parking space. If you do not intend to charge, do not park in the charging bay area to avoid obstructing access (EV blocking).

  • Communication with Other Users: If the machine is full, park in a waiting area that does not obstruct traffic circulation. Politely ask the user who is charging to estimate the waiting time.

Phase 2: Charging Process (When the Vehicle Is Connected)

  • Precision Parking: Park the vehicle directly inside the marked line provided. Make sure your car does not obstruct other vehicles that want to use the nozzle in the same engine.

  • Leave the Contact Number: If you have to leave the vehicle (e.g., to use the toilet or go to a commercial area), it is highly recommended to place a piece of paper with your phone number on the dashboard. This makes it easier for other users to contact you if the machine has technical problems.

  • Understand the 80% Rule: In DC Fast Charging, the battery power reception curve slows drastically after reaching 80% capacity. If many other vehicles are in line, end charging at 80% to keep the queue running efficiently.

  • Do not unplug other vehicles' connectors: Never unplug the nozzle from another vehicle that is charging without theowner's direct permission, even if the indicator light on the engine appears to be complete.

Phase 3: Finish Charging (Post-Charging)

  • Move Vehicles Immediately (No Loitering): Pure SPKLU functions as a charging station. Move the vehicle immediately, within 5 to 10 minutes after charging is complete.

  • Return the Nozzle to Its Holder: Once the process is complete, return the nozzle and lock it properly in the charger engine holder.

  • Tidy up the charging cable: Do not allow the cable to dangle or lie on the asphalt. Cables run over by vehicles can cause fatal damage to the SPKLU's internal components.

  • Keep the Area Clean: Do not leave garbage in the charging area. Keep the charging bay clean for the next user's convenience.
